In the late 1960's Shriver and Holland Associates prepared a long-range development plan coordinating the expansion of Norfolk's regional airport within the nationally renowned Norfolk Botanical Gardens. The plan involved regional traffic and access studies, and economic and financial analysis supporting revenue bond funding. It provided for continuous operation of all services and encompasses the extension of present runways, new parallel runways, new taxiways, improvements in navigation systems, phased relocation and expansion of support facilities including air freight, and a new terminal complex. As part of the overall development plan, a garden plan provided a program for reorganizing the gardens and relocating plant collections.
